Dahl conceived multilevel democracy saying that it is the only way to strike a balance among the citizen efficiency and its system ability. Dahl argues that anything small is very much beautiful. Democracy has reached to appoint whereby it has brought about intense criticism whereby Robert Dahl is a big critic. He seems to be sympathetic to the notion of multilevel democracy hence he draws a line with the general purpose governance. Dahl comments that the centralized scheme rests upon a theory is very much complicated and it really demands the exercise which is done daily considerably shared in discretion on the side of those it really governs.

I find Dahl’s view to be most compelling because of his pessimistic view of the constitution. He provides great examples about the problems that are reflected in the American Constitution. He uplifts Madison as the founding father, but Dahl also points out that Madison was not able to foresee the future of the nation. Just like how the Wright brothers and Leonardo da Vinci would have been seen as unknowledgeable compared to the professionals today, the constitution that Madison and other framers had composed was not sufficient and profound in the eyes of Robert Dahl.
