Here Madison reputes the idea that Republican Governments like that of Americans created in the year 1776 relied on the civic virtue and that means restraint and carefulness of their citizens as the major security against misrule. Madison reasons that the republican citizens were defenseless to the sway of self interest and passions as the matter of other regime. Madison sees a point of reform as it was not to let the congress free from its dependence on the states but also to find ways to use authority of the national government which was to control the activities of the states. Madison says that the good way this could be done was to give the national legislature an unenthusiastic about the laws of the states. Madison thought like an historian where he explains the failure in terms of establishing patriotic enthusiasm during the time when it was still possible to assume that everybody was naturally to do anything it took to sustain the revolution. Board system allows the board members to take advantage of the freedom of their exercise of power to meet their own interest like the increasing of their compensation in the case where compensation is performance based. They serve their interests as the expense of the other stakeholder interests by tampering with the financial reporting, which make the reports non-representational.

He agrees with the critic’s claim that the government fails to respond to the public’s request because each branch is entwined within the other. Madison wanted each branch to have the means and motive to defend itself. He states that ambition must be made to counteract ambition. His statement clearly imposed a system of checks and balances among the branches in the government. Each branch, the legislative, executive, and judicial would have the motive of being independent of others. Due to each branch’s independence, it makes it difficult for the public to get their voice heard throughout the government, and thus appeal for changes in the policy.
